Oracle SQL This site can’t be reached 127.0.0.1 refused to connect http://127.0.0.1:8080/apex/f?p.

Method 1 to Resolved This site can’t be reached

Search on the windows start menu “Start Database” and right-click select “run as Administrator”.

After clicking on “run as Administrator” the command-line interface looks like the below-mentioned image.

If “The OracleServiceXE service is starting…. The OracleServiceXE service was started successfully.” not showing then you have to run “net start OracleServiceXE” cmd.

Method 2 to Resolved This site can’t be reached

Start Database is not showing on after searching on windows menu then you have to start oracle service manually.

Step1: Search “service” on the windows start menu then open it.

Step2: Find “OracleServiceXE” and open it.

Step3: Click on the “start” button after clicking on the button you have to refresh “http://127.0.0.1:8080/apex/f?p=4950” webpage.

Successfully working.
